Instructions
- Prep: Peel and dice the potatoes, then set them aside. Dice the onion and carrots, and mince the garlic cloves to prepare for cooking.
- Boil and Mash Potatoes: Boil the diced potatoes in salted water until tender, about 15-20 minutes. Drain and mash them with ½ cup milk and 4 tablespoons butter until smooth and creamy. Season with salt and pepper, then keep warm for about 20 minutes while preparing the filling.
- Cook Base: In an oven-safe skillet, brown 1.5 pounds of ground lamb or beef over medium heat, breaking it up as it cooks. Once browned, add the diced onions, carrots, and minced garlic. Cook until the vegetables are softened, approximately 5-7 minutes. Drain excess fat if necessary.
- Make Roux and Sauce: In the same skillet, create a roux by adding 3 tablespoons butter and 3 tablespoons flour to the meat and vegetable mixture. Stir continuously for 2-3 minutes to cook the flour. Gradually add 2 cups beef broth while stirring to avoid lumps, and simmer the mixture for about 10 minutes until thickened. Stir in frozen peas and corn, and season with 1 teaspoon thyme, 1 teaspoon rosemary, salt, and pepper to taste.
- Build Layers: Spread the meat and vegetable filling evenly in the skillet. Top the filling with the warm mashed potatoes, spreading them out into an even layer.
- Bake: Preheat the oven to 400°F (200°C). Place the skillet in the oven and bake for 25 minutes until the mashed potato topping is golden brown and the filling is bubbly around the edges.
